Drogenschmuggler verstecken im Gepäck von harmlosen Touristen Heroin. In San Francisco sammelt Gangster Dancer den Stoff wieder ein. Bei einem der Päckchen gibt es Schwierigkeiten: Die kleine Cindy findet das weiße Pulver und pudert damit ihre Puppe. Dancer bleibt nichts anderes übrig, als das Mädchen zu entführen...
