Der Polizist Stan Boyle erschießt in Seattle zwei Kollegen, bevor er selbst in der Auseinandersetzung getötet wird. Captain Ed Kosterman glaubt, der Mord geht auf das Konto von Terroristen, also versammelt er eine entsprechende Truppe, die gegen diese vorgehen soll. Boyles bester Freund, der alternde Polizeioffizier Lon McQ, hält jedoch den Drogendealer Manny Santiago für den Täter, da dieser einen aufwändigen Coup plant und dafür mehrere Killer engagiert hat. Gegen die Anweisungen seiner Dienststelle unternimmt McQ illegale und brutale Alleingänge, im Laufe derer er Korruption in den eigenen Reihen feststellen muss.
