Alle Fäden laufen in der Discothek Empire State zusammen. Es ist der Treffpunkt der einflußreichsten Männer Londons. Hier werden die größten illegalen Deals gemacht. Zwei verfeindete Bauspekulanten liegen im Kampf um ein Objekt im Werte von Millionen. Austragungsort für den Machtkampf ist das Empire State.
