Mit Hilfe seines Wettermanipulationscomputers taucht er die Stadt in Sturm und Hagel und verspricht Schlimmeres, falls die Stadt seinen Lösegeldforderungen nicht nachgibt. Doch der Schurke hat sich den falschen Spielplatz ausgesucht, denn New Metro City hat sein eigenes Superheldenteam. Flash, Green Lantern, Atom, Fire und Ice: Zusammen mit ihrem Anführer J'onn J'onzz bilden sie die "Justice League of America".
