Dr. Goldfoot (Vincent Price) will die Weltherrschaft an sich reißen. Dazu versucht er zusammen mit der chinesischen Regierung, einen Krieg zwischen den USA und der UdSSR anzuzetteln. Sein Plan: Er will zehn NATO-Generäle aus dem Weg räumen und einen von ihnen persönlich ersetzen.
