In nicht allzu ferner Zukunft führt ein allsehender Überwachungsstaat „Traumprüfungen“ durch, um Steuern auf das unbewusste Leben der Bevölkerung einzutreiben. Der sanftmütige Regierungsagent James Preble reist zu einem abgelegenen Bauernhaus, um die Träume von Arabella „Bella“ Isadora, einer exzentrischen, alternden Künstlerin, zu prüfen. Beim Betreten von Bellas riesigem VHS-Archiv, das ein Leben voller Träume enthält, stolpert Preble über ein Geheimnis, das ihm eine Chance auf Liebe bietet – und Hoffnung auf Flucht.
