Frank Rice wurde 1892 in Muskegon, Michigan, geboren und starb am 9. Januar 1936 in Los Angeles an Nieren- und Hepatitis (beides Nierenerkrankungen). Rice begann seine Filmkarriere im Stummfilm und übernahm kleinere und Nebenrollen in verschiedenen Filmen, darunter Western mit Jack Hoxie, Bill Cody, Hoot Gibson, Ken Maynard, Pete Morrison und Buck Jones. Ende der 1920er-Jahre etablierte er sich als erfahrener Helfer und Sidekick des jungen Buzz Barton in dessen Filmreihe bei Film Booking Office (FBO). In den 1930er-Jahren setzte Rice seine Tätigkeit als Sidekick fort und trat am häufigsten mit Buck Jones und Ken Maynard auf. Er wirkte aber auch in Western mit oder spielte Nebenrollen mit Tom Keene bei RKO, Jack Perrin und Tom Tyler von Reliable, Tim McCoy bei Columbia, George O'Brien bei Fox und John Wayne in dessen Warner-Reihe.
