Former Police senior superintendent Cezar Mancao, implicated in the abduction and murder of publicist Salvador Dacer and driver Emmanuel Corbito, has returned to the Philippines after 8 years in hiding to testify against Senator Panfilo Lacson. His testimony may bring justice to the victims.
