Belisário Penna

Biography:

Belisário Augusto de Oliveira Penna was a Brazilian sanitarian, public health physician, and politician. He graduated with a degree in medicine from the Faculty of Medicine of Bahia in 1890 and specialized in hygiene and epidemiology. In 1904, he joined the Federal Sanitary Service under the leadership of Oswaldo Cruz, playing an active institutional role in the eradication of yellow fever and smallpox in Rio de Janeiro, and subsequently heading sanitary operations to mitigate malaria outbreaks along national railway construction sites.Between 1912 and 1913, Penna co-organized a series of medical expeditions through the rural hinterlands of Brazil alongside Artur Neiva, documenting regional endemic diseases such as Chagas, leishmaniasis, and leprosy. The reports from these expeditions formed the foundation of the National Sanitation Movement, which campaigned for public state intervention and sanitary infrastructure in isolated areas. His career included political and administrative governance; he served as the Director of the National Department of Public Health (DNSP) and was appointed Minister of Education and Public Health following the Revolution of 1930.
