Corre el año 2019. Un estado policial, políticos tramposos, sectas religiosas, revolucionarios y un proyecto científico secreto se combinan para causar una atmósfera explosiva en Neo-Tokyo. Todos los grupos rivales quieren controlar a Akira, un chico con extraños poderes psíquicos que ha sido mantenido bajo custodia criogénica por más de 30 años. En medio de esta tensa atmósfera, un joven psíquico llamado Tetsuo libera a Akira.
