La ardilla Rocky y el alce Bullwinkle, dos dibujos animados, deberán enfrentarse, obligados por el FBI, a su mayor enemigo "Jefe Sin Miedo" y a sus lacayos, Boris Badenov y Nastasha Fatale. Hace ya más de treinta años que su show televisivo fue cancelado y ahora se ven relegados a las reposiciones de la tele. Pero todo cambiará cuando Jefe Sin Miedo y sus secuaces se las arreglen para escapar al mundo real y planeen hipnotizar a toda la población norteamericana mediante un programa de televisión muy especial.
