Norifumi Kiyozumi (清積 紀文, Kiyozumi Norifumi, nacido el 29 de mayo de 1960), también conocido por su nombre artístico Nekomataya (ねこまたや), es un animador, diseñador mecánico y director de anime japonés. Nació en la prefectura de Oita. Graduado de la Universidad de Artes de Osaka.
