Tooru Hara es un productor japonés. Se incorporó a Toei Douga en 1959 y fundó Top Craft en 1972 cuando Toei Douga despidió a muchos de sus empleados. Después de que la empresa se reorganizara y se convirtiera en Studio Ghibli, se convirtió en su director ejecutivo hasta 1991, cuando dejó la empresa y fue reemplazado por Toshio Suzuki.
