Dans un futur indéterminé, le monde est dirigé par la Nouvelle Organisation des Nations ("New Organisation Of Nations", alias N.O.O.N.). Dans le cadre du programme de conquête spatiale, le lancement d’une fusée révolutionnaire est interrompu par une organisation écologiste terroriste, qui réclame l’arrêt des essais spatiaux et prend le contrôle de la fusée. C’est le moment pour N.O.O.N. de faire appel à son meilleur agent, Ilona.
