Hartman est réputé pour être le meilleur tireur d'élite des forces de police de Hong Kong. Mais derrière la légende se cache un secret : son ancien partenaire Lincoln, emprisonné pour avoir accidentellement tué un otage, vient de sortir de prison., sa soif de vengeance envers la police, Hartman est immense, persuadé qu'il est le responsable dans sa descente aux enfers. Quand lors de son transfert, un prisonnier sous haute surveillance s'échappe grâce à un mystérieux tireur, Hartman, son équipe sont immédiatement envoyés à la recherche du sniper...
