A Schirkoa, où les citoyens sont sommés, par décret, de porter un sac en papier numéroté sur la tête afin de gommer toutes différences visibles, 197A, un homme apparemment sans histoires, est nommé malgré lui au Conseil qui dirige ce pays. En déclenchant une série d’incidents, il est contraint de fuir au loin et découvre alors l’existence d’une société alternative peuplée d’”anomalies”
