New Orleans, all'indomani del furioso passaggio dell'uragano Katrina. Il detective Terence McDonagh salva da morte certa un detenuto chiuso in una prigione allagata. Ottiene così la nomina a tenente e una prescrizione vitalizia per il Vicodin, potente antidolorifico per il trauma riportato alla schiena. Si serve anche di cocaina e di crack, in compagnia dell'amata Frankie, una prostituta. Quando una famiglia di afroamericani viene sterminata, si assume il caso, certo di poter incastrare il colpevole, il temuto Big Fate. Sa convincere le persone, non ha paura, scommette su se stesso.
