Quando il Maestro, storico nemico del Dottore, viene condannato a morte per i suoi crimini dai Dalek, esprime un ultimo desiderio: che i suoi resti mortali vengano portati sul suo pianeta natale, Gallifrey, proprio dal Dottore, al momento alla sua settima incarnazione. Una parte cosciente del maestro riesce però a fuggire e ad incarnarsi in un umano, Bruce, mentre il Dottore, finito con il TARDIS nella San Francisco del 1999, si rigenera nella sua ottava incarnazione e, con l'aiuto della cardiologa Grace Holloway, cercherà di fermare i piani di distruzione del suo vecchio nemico.
