Paul Turner (Rob Lowe), stratega e anticonformista, è capace di rivoltare ogni situazione a suo vantaggio. Lavora dietro le quinte della politica e, con l'aiuto dei suoi assistenti, tiene lontani dai guai e dagli scandali - anche di natura sessuale - alcuni prestigiosi clienti, come il governatore del Kentucky e un senatore della California. Quando la fortuna sembra non assisterlo più, Paul accetta per scommessa di prendersi cura delle sorti di una improbabile cliente (Carrie-Anne Moss) per dimostrare che, spesso, nelle situazioni più estreme bisogna giocare pulito per ottenere la vittoria.
