Macao, Mr. Key e Mr. Lung sono i capi delle due triadi rivali che si spartiscono la città. Il ritorno del leggendario boss, Mr Hung, li spinge a cercare un accordo per allearsi contro di lui. Pare tuttavia che ci sia una taglia sulla testa di Lung e alcune voci sostengono che sia stata posta proprio da Key. In questa indecifrabile atmosfera di bugie ed inganni, si affronteranno Sam, un poliziotto al soldo di Key con il compito di proteggere da ogni possibile attacco Lung, e Tony, un misterioso killer straniero.
