Dopo gli eventi de "L'incredibile Hulk", l'agente dello S.H.I.E.LD. Phil Coulson ha una brutta notizia per l'agente Jasper Sitwell: il Consiglio di Sicurezza Mondiale vuole che Emil Blonsky si unisca agli Avengers, e Coulson riceve l'ordine di liberarlo dal generale Thaddeus Ross. Non potendo opporsi alla richiesta del Consiglio, Coulson e Sitwell ideano un piano per sabotare tutto grazie un'arma segreta davero speciale.
