Il responsabile della Scientifica del Sud Africa, Joe Henderson, scopre fra le sue carte un certificato di morte anonimo e ordina un'inchiesta. Si tratta dell'uccisione di un famoso militante di colore, che da il via ad una serie di omicidi. Henderson capisce che se firmerà il documento ci saranno altre morti in risposta all'insensato omicidio di neri da parte dello Stato e la violenza raggiungerà il culmine.
