De dokter, Jamie en Zoe arriveren op een niet nader genoemde planeet. In eerste instantie denken ze dat ze zich midden in de Eerste Wereldoorlog bevinden, maar ze realiseren zich dat het een van de vele oorlogsgebieden is die onder toezicht staan van de War Lords, die grote aantallen menselijke soldaten hebben ontvoerd om het grootste leger te vormen dat het universum ooit heeft gezien. Aan het roer van dit complot staat de War Chief, een andere afvallige Time Lord zoals de Doctor. Het sluipende besef dringt door dat de dokter dit probleem niet alleen kan oplossen, en dat zijn dagen van omzwervingen misschien wel ten einde zijn...
