De film onderzoekt de opkomst van de groep tijdens het Balkanconflict van de jaren negentig, toen economische sancties tegen Servië illegale activiteiten aanwakkerden. De criminelen onthullen een onderwereld die wordt gedreven door snelle rijkdom en paranoia, terwijl de rechercheurs en inspecteurs, die samenwerken met Interpol, op een missie zijn om hun misdaadgolf met groeiend succes te stoppen.
