Het is het eind van de negentiende eeuw en de Britten heersen over Hongkong. Tenminste over het land, want op zee is een bende piraten, onder leiding van Lor Sam Pau, heer en meester. De kustwacht doet alles om de piraten te pakken te krijgen, maar vist daarbij telkens achter het net.
