De strijd om de macht in het oude stadshart nadert het kookpunt. Het moreel van de politie is ernstig ondermijnd door voortdurende aanslagen van de maffia. De Peetvader gedraagt zich als een onaantastbare held zolang niemand tegen hem durft te getuigen. Totdat plots Martha Bedford zich bij de politie meldt.
