Er heerst een van de strengste winters ooit. De regering geeft een decreet uit dat Franse burgers die een goed onderkomen hebben, verplicht hun medeburgers die in een moeilijke situatie zitten er te laten logeren. Maar dat zorgt voor een grote opschudding op alle verdiepingen van een luxueus appartementencomplex in de hoofdstad.
