Horroricoon Christopher Lee, die meerdere malen met Jess Franco samenwerkte, speelt Lord George Jeffreys, de beruchte en meedogenloze rechter en Lord Chancellor in Engeland, verscheurd door de strijd tussen de regerende koning James II en Willem van Oranje. De wrede rechter is ervan overtuigd te doen wat nodig is en vervolgt genadeloos 'verraders', die sympathiseren met de tegenstander van de koning Willem van Oranje, evenals 'heksen', die ervan worden beschuldigd een bondgenootschap te hebben gesloten met de duivel...
