Februari 1939.De Franse regering is volledig overweldigd door de vloed van Republikeinen die de dictatuur van Franco ontvluchten. De regering ziet dan ook geen andere oplossing dan deze Spanjaarden onder te brengen in concentratiekampen waar de vluchtelingen geen andere keus hebben dan hun eigen kazerne te bouwen, om zichzelf te voeden met paarden die ze uit hun land meebrachten. Honderden sterven door gebrek aan hygiëne en water. In een van deze kampen ontwikkelen twee mannen, gescheiden doogescheiden door een prikkeldraad, een sterke vriendschapsband De ene is een gendarme, de andere is Josep Bartoli (Barcelona 1910 - New York 1995), een anti-Franco vechter en cartoonist.
