In de nabije toekomst heeft de alziende regering een nieuwe manier gevonden om belastingen te innen. Ze doet onderzoek naar de dromen van de burgers. De welgemanierde overheidsagent James Preble reist voor een dergelijk onderzoek naar het landhuis van de bejaarde Arabella Isadora. De excentrieke kunstenaar blijkt over een enorme collectie van videobanden te beschikken. De videobanden bevatten een leven lang aan dromen. Preble stuit op een geheim dat hem een kans op liefde en hoop op ontsnapping biedt.
