Kevin Michael Costner werd geboren op 18 januari 1955 in Lynwood, Californië, het derde kind van Bill Costner, een slootgraver en uiteindelijk een elektriciteitslijnbeheerder voor Edison in Zuid-Californië, en Sharon Costner (née Tedrick), een welzijnswerker. Zijn oudere broer, Dan, werd geboren in 1950. Een middelste broer stierf bij de geboorte in 1953. Vanwege zijn vaders baan moest hij regelmatig verhuizen, waardoor Kevin zich een legerkind voelde, altijd de nieuwe jongen op school, wat leidde tot hem een dagdromer zijn. Als tiener zong hij in het baptistenkerkkoor, schreef hij poëzie en volgde hij schrijflessen. Op 18-jarige leeftijd bouwde hij zijn eigen kano en peddelde hij de rivieren af die Lewis & Clark volgden naar de Stille Oceaan. Ondanks zijn huidige lengte was hij slechts 5'2 "toen hij afstudeerde op de middelbare school. Toch slaagde hij er nog steeds in een basketbal-, voetbal- en honkbalster te worden. In 1973 schreef hij zich in aan de California State University in Fullerton, waar hij afstudeerde in het bedrijfsleven. . In die periode besloot Kevin vijf avonden per week acteerlessen te volgen. Hij studeerde af met een bedrijfsdiploma in 1978 en trouwde met zijn universiteitsliefde, Cindy Costner. Hij nam aanvankelijk een marketingbaan in Orange County. Alles veranderde toen hij per ongeluk Richard ontmoette Burton op een vlucht vanuit Mexico. Burton adviseerde hem om volledig te gaan na acteren als hij dat wilde. Hij stopte met zijn baan en verhuisde kort daarna naar Hollywood. Hij reed een vrachtwagen, werkte op een diepzeevissersboot en gaf bustochten naar de huizen van de sterren voordat hij eindelijk zijn eigen weg naar de films vond. Na het maken van een zachte seksfilm, beloofde hij dat hij niet meer zou werken als dat het enige werk was dat hij kon doen. Hij werkte bijna zes jaar niet, terwijl hij wachtte op een goede pauze Hat break kwam met The Big Chill (1983), ook al belandden zijn scènes op de vloer van de uitsnijruimte - hij werd herinnerd door regisseur Lawrence Kasdan toen hij besloot om Silverado (1985) te maken. Costner's carrière begon daarna.
