Nachdem der Bösewicht und Ex-CIA-Ausbilder Diaz die Seiten gewechselt hat und sich eine Maschine zur Gedankenkontrolle unter den Nagel gerissen hat, will er nun die Weltherrschaft an sich reißen. Und wer wäre besser für diesen Auftrag geeignet als der junge Spitzenagent Cody Banks. In London angekommen soll er verhindern, dass Diaz und sein Handlanger Kenworth den Apparat dazu benutzen, führende Weltpolitiker und damit die ganze Menschheit unter ihre Kontrolle bringen. Hilfe bekommt er von dem Ex-Agent Derek und der süßen, britischen Undercover-Agentin Emily.
