Der jamaikanische Polizeichef Xavier Quinn ermittelt in der Mordsache an dem wohlhabenden US-Unternehmer Donald Pater. Als Cop hat er es auf der Karibikinsel schwer, Kleinkriminalität ist an der Tagesordnung und gilt als Kavaliersdelikt. Xavier hingegen bleibt pflichtbewußt, selbst als sein Jugendfreund Maubee zum Hauptverdächtigen wird. Quinn ist überzeugt von dessen Unschuld und stößt auf der Suche nach entlastendem Material auf ein Netz aus Intrigen, Betrug und Lügen. Offensichtlich haben einflussreiche Politiker Maubee zu ihrem Sündenbock gemacht...
