Als Jugendlicher gerät Frank Nitti in diverse Jugendbanden, wo er erstmals mit Al Capone zusammentrifft. Er steigt zum Alkoholschmuggler und Hehler, dann zum Vollmitglied der Chicagoer Mobsterorganisation "Chicago Outfit" auf. Er wird der Freund, Beschützer und die rechte Hand von Al Capone in den 20er Jahren, und nach Capone's Verurteilung wegen Steuerhinterziehung, dessen Stellvertreter und oberster Boss. Mit Engagements im Alkohol- und Glücksspielgeschäft bleibt Nitti den Politikern und Behörden immer ein Dorn im Auge, doch sogar Attentate auf ihn mißlingen...
