2003 : les États-Unis et l’Angleterre souhaitent intervenir en Irak. Katharine Gun, employée des renseignements britanniques, reçoit une note de la NSA : les États-Unis sollicitent l'aide de la Grande-Bretagne pour rassembler des informations compromettantes sur certains membres du Conseil de sécurité de l’ONU et les obliger à voter en faveur de l’invasion. Gun prend alors la décision de divulguer le mémo à la presse afin d’empêcher la guerre. En choisissant d’exposer cette vaste conspiration politique, la lanceuse d’alerte va tout risquer : sa vie, sa famille, sa liberté…
