L'Afrique du Nord, avec ses réseaux de télécommunications et ses ressources en minerais, devient l'enjeu de forces internationales pour mettre la main dessus et les controler. La Chine envoie l'un de ses ingénieurs, Yan, qui doit prouver que son pays est le mieux placé pour s'occuper des réseaux de communication. Mais la France emploie des méthodes plus expéditives pour gagner le marché.
