Signé en 1968, le 4e Protocole réunit les États-Unis, l'URSS, la France et la Grande-Bretagne. Il interdit à toute nation possédant la force nucléaire d'introduire clandestinement toute arme nucléaire, en pièces ou entière, dans un territoire étranger. Vingt ans plus tard, le KGB met au point un plan très discutable.
