Toute la presse ne parle que de ça : le maniaque tueur d’enfants, qui terrorise la ville depuis quelques temps, vient de faire une nouvelle victime. Chargé de l’enquête, le commissaire Lohmann multiplie les rafles dans les bas-fonds. Gênée par toute cette agitation, la pègre décide de retrouver elle-même le criminel : elle charge les mendiants et les clochards de surveiller chaque coin de rue…
