La città di Washington è teatro di due gravissimi attentati dinamitardi. Nel primo muore un senatore che stava pranzando in un ristorante. Nel secondo un altro senatore salta in aria durante una conferenza stampa. Sui due episodi indaga il giovane esperto Danny O'Neill, il quale sospetta che i terroristi abbiano usato un nuovo, micidiale tipo di esplosivo.
