La Los Angeles del 2027 distrutta da un maremoto e parzialmente sommersa dalle acque, è in balìa di bande criminali. La più agguerrita è quella di Koga Shuko, che per conquistare il potere assoluto deve recuperare parte di un medaglione, proprietà di Satori. Quest'ultima è la protettrice di Billy e di Jimmy Lee, campioni di arti marziali, gli unici in grado di contrastare il progetto.
