Wat doe je wanneer je als geheim agent helemaal niets te doen hebt en geen enkel complot op het spoor komt? Dan verzin je ze gewoon. Jim Wormold is de agent die feiten verzint, doet alsof hij agenten recruteert en geheime netwerken ontdekt. Het blijkt op den duur steeds moeilijker te worden dit vol te houden.
