Robert Clayton Dean è un brillante avvocato di Washington D.C. che entra in possesso, a sua insaputa, di un video che incrimina un alto dirigente del National Security Agency in un omicidio politico. Da quel momento la vita tranquilla di Dean viene spiata e sorvegliata con i più sofisticati sistemi elettronici da parte di un gruppo della NSA che mette in moto un implacabile e spregiudicato piano per screditarlo e recuperare le prove incriminanti.
